4th cylinder full of fuel

So 4th cylinder if full of gas and not allowing my starter to crank. Any ideas on what the main culprit could be? In the past month I checked the valves and re installed the camshafts, visually tried to sync carbs and completely cleaned the carbs.
I dont know where to start with his problem, could it be a timing issue? a balance issue? could it be just as simple as a old o ring somewhere? Any advice is greatly appreciated.

The first place I would look is the carb. Chances are you have the needle on the float sticking open and it is allowing excess gas through the carb. It may be a simple adjustment on the floats or float replacement if they are bad. Even a piece of debris stuck between the needle and seat can cause the flow of fuel to not shut off and overflow the carb.

Mine did this after sitting outside for 2 years. Carb float was stuck and it took a good cleaning to get it operational.
Once you have the carbs off you can test the floats by inverting the carb cluster and blowing in each of the fuel inlets. Should not be able to push air into the inlet.
