Question 2016 CBR600RR won't start after wiring harness replacement

Hello friends, my buddy is currently fixing my wrecked 2016 CBR600RR and had to replace the entire wiring harness. However, this is a CA bike and the wiring harness came from a non CA bike so there is no plug for the purge control valve. I'm wondering, would this missing connector cause the bike to not start? He says its definitely getting fuel/the fuel pump primes and doesn't think it's an air issue, I think he's gonna check for spark next. I should also mention that the bike cranks regardless of whether the kill switch is on/off. I would assume the connector not being wired up wouldn't be an issue since people delete the entire evap system off these bikes but maybe I'm wrong. Thoughts/advice?

check the wiring diagram for the two models, probably they are much more different than we expect.

the bike cranking with the kill switch off is a huge red flag.

what can the bike cranking with kill switch off indicate? wondering where to start troubleshooting this. i feel like its an electrical issue.

It would indicate you used the wrong harness, or a butchered harness.

Possibly the switch contacts have welded themselves together?
