no nothing comes out, im gonna take a thing/stronge piece or wire and see what is clogging it because there is no other explanation seeing as i can have the bowl off the bottom of the carb and move the float from top-bottom and it wont allow fuel through

Yep, you need to take the carbs apart and thoroughly clean them, then. Use carb cleaner and welding torch cleaning wires for that. May need to replace your float valves, depends on what you find.
