Default 2000 Honda F4 Gauge Issue

Hello, I am new to the forums and just bought my first bike. My 2000 Honda CBR600 F4 is having an issue with the gauge cluster. If after riding for at least one mile I shut off the bike, the next time I turn it on the entire gauge cluster doesn't respond to the bike and the odometer is reset to either 1 or 0. To temporarily fix the problem I have to disconnect the power relay under the seat for about 10 seconds and plug it back in. After the temporary fix, the odometer always goes back to a specific mileage..... Did the person who sold me the bike switch the odometer out illegally? (wasn't a salvage title) Or do you think that there could be another problem causing this? Any advice is welcome and I appreciate any readers/commenters

It sounds like a short or bad connection but wether it's in the gauge or the harness i'm not sure, first time i've heard about anything like this. So after you plug the relay back in the gauges work fine?
