Default 1987 Honda Hurricane 600 fuel pump not priming

Fuel pump is not priming, relay doesn't click. Have 11.7 volts on the black wire and yellow and blue wire at fully charged 13 volt battery, pump spins when jumped.

You need to find where the extra 1.3 volts is being lost and if any other circuits are being affected.

Track back from the pump to find the bad connection.

I have been working on it the past few days, can't find where the other 1.3 volts are going besides the fuse box, I cleaned all the contacts on the killswitch and starter button, I'm starting to suspect the ignition since it is a aftermarket ignition installed by previous owner and all aftermarket ignitions are missing the yellow and black wire that says PA.

You are getting a feed (albeit too low a voltage) so it’s unlikely to be a missing connection, more a bad one.

What do you mean by “besides the fuse box”?

I followed the black wire to the fuse box and it reads 11.7 coming out of the fuse box, I have yet to test the red and black wire that supplies power to most of the fuses but i doubt that is causing the issue since everything else works

I just tested the black wire again and surprisingly got the full 12.7 volts, I had the right control 9 pin connector unpinned (picture below), when I plugged it in again I get 11.7 volts, I also noticed where the black wire is spliced into the killswitch and start switch it was sodered alot but had a good connection. Any ideas on where the other 1.3 volts are going?

Pull the fuses one by one checking the voltage each time, you should find one where the voltage jumps back up and this is the line that has the drain.
