Default 1987 Cbr 600 carb help

Ok everyone, so I have a 1987 cbr 600, I took all of the carbs completely apart and cleaned them very well. They are back on the bike and need to be syncronized but I am having issues. First I hooked my homemade synchronizer up to 4 of these things right ontop of the air cleaner base plate and started the bike. The spots I hooked it up too are sucking and I can see on my tool that they are not in sync when I adjust the screws for the throttle plate it doesn't have really any effect on the carbs pulling air, it does change the idle speed. Did I hook the tool to the wrong thing? Is there something I am missing?
