you on Win XP? if so go here and download this power toy. Scroll 3/4 way down called "Image Resize" tool. http://www.microsoft.com/windowsxp/D...powertoys.mspx
If that doesnt work for ya.. to a google search of "Image Resizing" a lot of different way to resize images.
