The difference between a single filament bulb and a dual filiment bulb is that a dual filiment bulb is often used as a running light and a blinker. One of the filiments burns brighter than the other. A single filiment bulb only has a single level of light output at a given voltage. You can tell the difference between a single and dual element socket because the single filiment socket will have only two wires where as the dual filiment socket will have three.
As for regular signals as long as they have three wires they can be used as running lights and blinkers OR tail lights and brake lights. If you get a set of LEDs that only have two wires you would just not use the extra wire.

dual fil light = when powered give of a steady light, When the second fil is powered light gets brighter.
Scenerio : Brake lights, when you follow someone the light is steady on, when brakes
are pressed tail lights get brighter...
single fil = These can be found on rediculously modded rice burners, The oldest "cool" mod is the
side markers into blinkers... What is done is one wire is used splicing into the regular
blinker and then same wire oposite end spliced into side marker. When you use your
turn signals your steady on side marker will actually have to completely turn off and
start the blinking process. Making the mod look cheap!
Hope this helps understand the diffrence. (IMO if your going to do the side marker blinker throw some
dual fil lights in there...
