Rear wheel not turning in neutral... What could it be?!?

Put the bike back up on the rear stand, put it in neutral and try rotating the wheel again. Look specifically if the nuts on the rear wheel are contacting with the swingarm. If they are, the spacers are wrong.

It's possible you need to adjust your clutch cable and have warped clutch plates too...
