Default non-returning throttle

If my throttle returns very slowly, which cable could be jammed? top or bottom? (see pic!)
I'd think either of them could cause the issue...? which one should I replace

It could be either one. It could also be the actual throttle tube. You need to disconnect them one at a time and check the cables, then disconnect both to check the trottle tube.

could also be that your grip has slipped down a little and is rubbing on the bar end. mine does that alot, especially after using a canyon dancer.

what ever it is, fix it before you ride again.

As stated above, it could be just about anything. I would slowly start taking things apart and keep checking as you loosen each item a little and it should reveal the issue.

Also look into cable lubers. They work alright and keep your cables clean and smooth.

After seeing the pic u posted...Im gonna give it a wild guess and say its probably the lower cable. check for kinks and see if the cable is getting hung up anywhere along the line. As was mentioned earlier, Definitely get some cable lube.
