No low beam, but high beam works?

Default No low beam, but high beam works?

A couple weeks ago, headlight flickered out and went dark, both low and high beam. The brain surgeon who owned this bike before me apparently did some kind of janky tip over sensor work around and ran a power line directly from the 20A fuse in the fuse box to I'm guessing something under the tank it looks like, by the frame, and up to the bottom piece of the connector (blue and white wire). I found that this little cable was loosely connected, so if I played with it, the high beam would come on, but not the low beam. Tightened up the connection. Pulled the bulb, was burned out. Changed the bulb, high beam still works, brand new bulb, nothing. Friend tried to help, touched this power wire to the top wire (green) and it made a popping noise at the fuse box and unsurprisingly blew a fuse. Replaced it and noticed that's where this power wire goes, right to this fuse.

Electrical is not my strong suit, and I'm lost on what this could be.
Anyone able to help with this?
