Then the previous owner removed it and put it back in the wrong spot.

Tip sensor. Doubt it would cause blinking problems

Default Plz Excuse my Ignorance...

So,

1. Why would one need to change the flasher relay?

2. Does installing LED change the flashing rate to faster, slower, or ?

Sorry for the silly questions. I am also going to be changing the signals to LEDs soon; this info would be helpful.

A 'normal' flasher relay uses a thin metal strip that heats and cools, causing it to bend and create a circuit. It does this on and off which gives you flashing. LEDs draw much less current than regular bulbs, so it changes the flash rate. An electronic flasher relay doesn't use this resistance method to flash.

LEDs will make the flasher rate faster (or sometimes no flash at all) without changing the relay.
