If you look at the attachment, the washer in question would be part #17. This doesn't seem to be a crush washer?

that is #17 and they are crush washers....trust me, i have put on SS lines and they are crush washers on either side of the line fitting...
and yes there is a protrusion under the res outlet, i believe it's partly there to act as a stop against the SS line spinning as you tighten the banjo down....that is a fixed piece
