inconsistent chain tension

Adjusted my chain for slack. After tightening the wheel, I turned the rear wheel and re-checked the slack. I noticed that it was different than from my previous settings. In fact, as I turn the wheel the slack in the chain would vary.
Originally, I suspected that I didn't turn the adjustment screws on both sides evenly. So i loosen the wheel, reset the adjustment screws, and readjusted the slack again. Same problem.
This history of the bike is that it's been down a few times. I also noticed that when i adjusted the screws that one side turned as if there was pressure while the other was loose. Any ideas?

chains stretch in alot of cases uneven.... set the tension on the tighter section close to manuals minimum threshold, then after setting rotate and check slack if the opposite is out of maximum and/or still feel resistance in rotation replace as 74 said....
personally if there is any question in the chains run out,concerns at all it's better to change it than risk a road side issue or is getting wrapped up in the wrong thing
when you say downed do you mean dropped??? dropped on drive chain side????
dropped it might not be worth even spending the time playing with it and replace it get it over with

The chain on my old F4i had the same tight and loose spots. I could feel it when riding at low speeds, sort of a rhythmic surging. I was going to replace to the chain but ended up selling the bike and told the new owner to replace it lol.
When you're adjusting the chain you are loosening the rear axle nut right?
