How was it lowered?

not really flush, there's a groove where a circlip is supposed to go near the top of the fork tube, that circlip would be touching the clipon if the fork was at the right height (and prevent the clipon from coming off in your hand if something comes loose, which would be a 90%+ chance of crash)

Thanks for all the help. The front isn't lowered. Explains why it seems kind of sluggish on turn in.

how many lines are showing on your fork preload adjusters?

you can back them right off and it'll sag right to the ground too but be horribly unstable if you aren't a midget

There's just the four showing.

I thought about messing with it, but since I haven't ridden in eight years I figured I'd get my skills back before I started doing that.
