It just must be the way the ballast is functioning. I've seen my friends 1000RR do the same thing, and he's had his HIDs for a couple years.

A fuse is a safety point on a power line. It's designed to blow when a large current passes through it in excess of what the fuse is rated for. If you put a fuse that's higher than the current draw of whatever you're using, you're going to allow much more current through the wire in the event of a short or other problem before the fuse blows, which can cause damage to anything hooked up to that wire, or even melt the wire itself.
