HID problems Strobe on start up
This happened with my old ballast too it actually burnt one out. And the new one does the same Thing its not an voltage problem. The voltage when off is a constant 12.45 even when turned on.
I have a 01 f4i sorry for the million posts it wont let me post 1 long message if a mod can combine these that would be awesome too

It just must be the way the ballast is functioning. I've seen my friends 1000RR do the same thing, and he's had his HIDs for a couple years.
A fuse is a safety point on a power line. It's designed to blow when a large current passes through it in excess of what the fuse is rated for. If you put a fuse that's higher than the current draw of whatever you're using, you're going to allow much more current through the wire in the event of a short or other problem before the fuse blows, which can cause damage to anything hooked up to that wire, or even melt the wire itself.
The rule of thumb for fuses is to figure out the amperage of whatever you are running, and get a fuse that is as close to that as possible. I've used the stock 10A fuse with both single and du-al HIDs with no problems.
