Front pre-load settings

Front pre-load settings
Hello .
I have recently bought a 1999 CBR 600 F4 (carby version)
I have reset the suspension setting to the factory setting but have found that the front pre-loads seem too hard ..the bike handles nice until I hit uneven road (while cornering) I get a small feeling it can buck me or the front wheel may let go ..I also get feed-back through the steering ( very minor though ) ..is this normal ?
My F4 book states that :" the standard position is with the 3rd groove aligned with the top of the hex on the fork bolt " when I bought the bike , it had 4 grooves showing ..which indicated to me that it was softer than standard.
Could anyone please tell me what the correct amount of grooves should be showing or how many turns I need.
Thank you
