Default F4i VS PGM-FI

I want to buy a Honda 600cc F4i 2003, but a dealer is trying to convince me of buying his 600cc PGM-FI and he's telling me that both are the same (i.e: both have the same engine and both are racing bikes) and that the difference is only in the outer look (i.e: Fairing and seats), he says that the PGM-FI is actually a F4i !!

So my question is: Is that true what the dealer is telling me ? or he's just trying to sell a bike ?
and if there is a difference, what is it ?

True. F4i is essentially the U.S. designation for the CBR600s manufactured between 2001-2006. Overseas, the bikes sported the PGM-FI designation. You can find out a lot more here
