Did Honda ever release an official F4i REPSOL colour scheme on the 03 year bikes in the UK ?

This is the bike in question but we can't find out if it's OEM or a spray job ( panels do seem to be OEM fit and quality )

 

I don't think so.
Until recently, only the 1000rr was available in repsol in odd years from 05-.

 

look at that cbr sticker, and the manpower sticker. that is not original.
