It means you wont be able to title and register the bike at the insurance office. You will not be able to ride that bike on the street.

 

The "bill of sale only" thing means you don't get title saying it belongs to you. Assuming the bike is not stolen or a theft/accident recovery, you will have to apply for a lost title. That process varies from state to state.

I stay far, FAR away from vehicles that don't have titles.

 

Probably stolen, why on hell would someone not have a title? Only reason they should is if it died in a fire. And a fuel pump is simple to replace, assuming it's the same as an F4i.

I'm sure you can call an insurance office an give them VIN. They'll tell you why the bike is unisurable.
