counter clockwise is snug.
but once the axle is tightened...the bolts should not move in or out...if so...very little.
don't worry about the threads wearing out. you'll be fine.
this is what to do for now...turn out the bolts all the way (counter clockwise)...until it's snug. then loosen axle nut...don't let the adjuster bolts turn...then turn in (clockwise) one of them and count how many revolutions until it won't go anymore. do the same for the other. they should be very close...
to adjust the chain, counter clockwise the adjusters until you get to where you need to go. at this point, these bolts should be the only things giving the chain tension. when you get to the right tension, torque down the axle...but make sure the wheel doesn't move...it has ever so slight play in and out. i pull on the wheel a bit and then torque it down.

Use a magic marker on the nuts, to place an indicator mark,before you go for a ride. If the mark has moved at the end of the ride, you know the nut itself is turning. If the mark is in the same place, but the tension on the nut has increased, something else is causing this.
Honestly, though, I never checked the tension on the adjustment nuts. I just loosen the axle nut, set the chain tension and re-tighten the axle nut. I never touch the adjustment nuts unless I've loosened the axle nut first. Nothing in the manual suggested a PMC for the adjustment nuts, anyway.
