01' F4i turns over but fuel pump wont prime

Default 01' F4i turns over but fuel pump wont prime

My friend bought a F4i as his first bike a couple days ago and recently its developed a no prime condition. I've tested the pump by jumping the relay, it works. All the sensors that would prevent the bike from starting have already been bypassed(kickstand, and bank) I'm pretty confident the killswitch is operating correctly. I've hooked up a 9v battery inline to the pink wire from the ignition just in case the resistor is out, still no dice.This bike has the HISS system too if that means anything.(it has the OEM keys still) I just dont know what it could be at this point besides the ECU. Also the FI light remains solid red after the ignition is in the on position and the service connector does nothing when jumped. Does anyone know what else it could be? I'm at my wits end here

Bike has a pink wire and HISS? HISS bikes don't have a pink wire. Unless it was imported from Canada, Europe, or some other country, it won't has HISS.

Does the headlight work? I think the BAS also runs through the headlight circuit.

The headlight is ran on an entirely different home-brew toggle switch setup. It has a HISS unit strapped on the ignition barrel, maybe the harness was changed? Honestly the wiring harness is just a masterpiece of catastrophe right now, courtesy of the previous owner. I also noted the FI light will turn off if the jump on the BAS is removed.

EDIT: just checked the ECU serial number (38770-MBW-D41) and yeah it's from the Australian/Euro bikes. I'm in awe
