Default Testing Radiator Cooling Fan?

Im finding alot of threads on how to test the fan to see if its even working but they are really confusing to me. Can someone clarify in a pretty understandable way?

I disconnected the fan connector ( the one right next to the ignition coils) and ran some wires from the connector that is attached to the fan and then touched them directly to the battery terminals and it would not turn on.
