RPM Limiter

The previous owner had my bike set up for dragging around the strip, and so I found i have and RPM limiter on my bike after I bought it a year ago. I don't think its connected, but its def wired in besides the power, I am guessing when he had it put on he also had the spark plugs replaced and the wires, should i just start taking off the electrical tape and disconnect it all the way? or just leave it. It hasn't been doing anything to my bike that i know of, im afraid of running into problems if i take it off, right now it just sits under my intake right above the carbs.

I can handle it, im not a professional or anything. Im thinking of possibly reconnecting it when i start doing some major changes to my bike in the next week or so.
I believe my unit is a Dyna 200, im not sure exactly how to connect it up, i been doing some reading and I had to figure out the unit I had from some old pictures. The guy had it set though for 16,500, I guess to be able to crank the bike to that even though the F2 is set to redline at 13k rpms.
any input on this would be helpful in a final choice for me and the bike
