Default NOS carb boot fitment issues

Hello all. Been having an issue with new NOS carb boots i got for my 1991 CBR600F2. Being these bike are getting up in age, the old boots are starting to get dry and developing small cracks. When I cleaned the carbs I thought, well might as well change the boots while I'm at it. Purchased new NOS boots from Honda, part number 16211-MV9-670. Put on the new boots and went to put the carbs back on and had a lot of trouble fitting the carbs to the head. Did eventually get it on, but it did not fit like the originals did for sure. It seemed the carbs were sitting a hair lower in the frame and actually even put pressure on the throttle cable so it wouldn't function well either. Measured the height of the new carb boots to the old ones and indeed the new ones are a hair shorter. I figured it shouldn't make that much of a difference, but believe me it does. Put the old boots on and they fit like a glove, no issues. Still running the old boots for now, but eventually will need to replace at some point.

Anyone experience a similar issue with new NOS carb boots on their F2's? I don't think the NOS part number was superseded buy a different one? Was maybe thinking of buying some better shape old OEM ones off ebay to see if there is a difference.

In addition, also tried to replace the stock air filter with a new NOS one as well. Same thing.... just doesn't fit exactly the same as the old one. Had trouble with that as well.

Any help from you folks would be greatly appreciated!
