When warm, a Calif spec bike should idle at 1400 rpm. 49 state bikes should idle a bit lower. When cold, the idle will change and jump from 1500 to around 3000. That is why there is a remote idle adjustment. Hondas are normally quite cold blooded on start up. I adjust my choke during the warm up time and try to keep my revs at 3000 or less til the needle moves on the temp gauge. Pilot jet adjustment and choke cable adjustments are important to get right to help start the bike up.
