I recently put 4 mini led turns on my 2002 honda, mine did not blink, one of the other people on this thread said to install 4- 6watt resisitors; I went to radio shack and bought 1 package of 2-10watt 50ohm resistors installed them in between the positive turn signal wire and the negative ground wire, zip tied them down where they weren't touching anything, now my blinkers blink perfect now. hope this helps somebody.
