HISS ID46 chip won't programme

HISS ID46 chip won't programme
Hi
We are making some spare keys for our 954 and have bought some ID46 chips . We get the bike in key registration mode using our jumper and the HISS light blinks 4 times ready for new key with ID46 chip but when we put the new key in the ignition and turn on we don't get the 4 blinks. I am thinking the chips we bought are in locked mode so won't programme the new ID46 chip. Has anyone bought chips that are no problem reprogramming?

Thankyou for the reply .I forgot to mention when registrering a new key chip the HISS light is blinking short,long,short,long . on all 5 chips I bought. which means they have previously been registered to a different ecm or they are locked . Either way they of no use. I bought from an Ebay U.K. seller but they arrived 3 weeks later probably from somewere in the east. I will ask before I buy next time.
