Basically, re-building the forks is all about the seals and dust-caps. You only change the springs if you are having a specific issue with them. Tire hop if too stiff, not getting full travel if too light (basically stated, cause suspension theory is a large subject, better dealt with elsewhere).
The bushings generally will be fine, unless you have excessive milage.
And that's about it for basic re-build. One thing I do recommend, double check your
steering-stem bearings. It's not much additional work (if done in tandeem), and is
frequently a similar time/milage issue. Even if they are good, I recommend upgrading to roller-bearings in the stem as a good, bang-for-buck improvement over stock.

You have to follow all of the steps. Even though you are not changing your springs that does not change the procedure you must follow to re-build your forks. I would replace the inner/outer bushings since the forks rarely get taken apart. Also dont fork to buy new crush washers for the bolt in the bottom of the fork.
