cbr 954
If the only scratches are near vertical then it's a drive-way roll-off. Horizontal or near to it means it's slid a way down the road.
The other thing to consider is how long it's sat. If not properly prepped (ie. oil squirted in the bores via the plugholeto coat the cylinder walls) the engine can be in poor condition. If the tank wasn't properly prepped you can get corrosion inside.
The 954 tends to go through cam-chain tensioners, which is no big deal. High mileage models often develop stator problems due to poor insulation around the wires.

rsser brings up a very good point. +1
i would not pay 4600 to be honest. My friends bike was tipped over at night and it did 4K worth of damage from just falling over. a crash good enough to dent a frame and roll the bike up on its upper side(obvious from the scratches) could have deff caused more damage than what they are claiming. I would also almost guarantee that the tank was either repaired or replaced and it appears that the forks were replaced too because those forks would not be scratched from the wreck/damage he explained to you and the new ones that were put on look like they were removed and sat around a garage for a while where they got scratched.
bottom line is if it did not damage anything else. you still have at least a grand wrapped up in a legit frame that is going to come with a title that will most likely have higher mileage that what that motor has on it. 300 in good used forks, looks like the clutch perch was f-ed with around the bolt, 300 in new tires, and possibly a mess of hidden surprises. I went though it with my bike and it was a pain.
sorry to be so negative. I feel you could get more with $4600. specially at this time of the year and i also think its pretty obvious that they guy is blowin smoke up your *** if he said that all he replaced was the side fairing, which would make me wonder what all he is failing to tell you. if your planning on buying it i would point out all of the obvious and offer him 2500-3000 tops.

You would be suprised at how a less than 30 mph crash could damage a frame. Buddy wrecked at 20mph and dented his frame, but the laying around "boulders" didnt do anything to help the situation. F-it, frames are pretty inexpensive to get now. If it does nothing to affect the performance or handling why not go for it? Just how i feel, I like projects.
