and the FI logo is on. what does that mean-
it doesnt stop flashing. 9 flashes then stops then continues

OK dude, 9 flashes is shown in the shop manual as:
- Loose or poor contact on IAT Sensor
- Open or short circuit in IAT Sensor wire
- Faulty IAT Sensor
So there you have it. Its the IAT Sensor or circuit. IAT = Incoming Air Temperature.
