When The bike is not running and I twist the throttle are the black sliders in the carbs suspose to move?

No. They run off of vacuum. They're also expensive if you ever have to replace them.

Two more quick questions. Is there a gas guage on this bike and what is the correct idle speed when it warm.

no gas gauge, just reserve on petcock, rpms shold be around 1,200
