Default 99 CBR 900rr help!?

1999 honda cbr 919rr
stock jets
yosh slip on
k&n filter
new petcock

problem started witth the bike not running.
i just cleaned all the carbs, put all settings back to stock and it ran but not very well.

removed carbs again and noticed a carb sync screw was missing so i figured that was my problem. replaced it, reinstalled carbs at stock settings and started it. runs better but still very laggy and wont go over 6000rpms..

removed carbs again. cleaned them and rechecked everything. no problems found, reinstalled at stock settings and exact same problem.

removed carbs again changed pilot setting from 1 5/8(stock) to 2.5 and reinstalled. runs smoother but cant get over 8500 rpms.

i am officially lost. any help would be grateful!! thanks in advance!

If it was an actual "carb sync screw" then shouldn't you sync the carbs to get it to run right? Your screw could be way off on that one carb. I have the same exact setup as you (remember) and mine runs fine with the 1 5/8 initial turns. That was after I synced my carbs. Are you turning the pilot screws in big increments?

sorry, im reffering to the sync screw you remove to hook up the guages. the screw thats actually attached to the block. as far as the A/F screw being adjusted i went in half turn increments. after doing a lot of research, the carb sync shouldnt stop it from high reving. it wont rev over 8500 rpms. am i wrong? any info is helpful at this point. this was someone elses mess im trying to fix and im just lost at this point and cant afford to just pay a garage to figure it out.
