Don't hold me to it but off the top of my head I wanna say no. They changed the rake and trail those years and I think the trees use a different head set. If the bearing sets are interchangeable , then you may be able to tho. I could however , be way off.
The bearings should be the same. according to a search of looking the parts list.

They'll work. It's the triple trees that aren't the same. And the axle spacers. '98-'99 has a wider stance than previous years, but the fork tubes, stanchions, and axle diameters are the same sizes.
