Letting the bike "only" reach 100f is around half of what normal op temp is. Letting it warm to at least 160f then riding it warm. This is a very good idea considering that you might be reving up to and between 5-6K rpm shift points and on an cold motor you could start to cause cold seizing. After a while of this type of treatment can cause a loss of sealing in the cylindars and the loss of peformance. I treat my bike as if it was a GP race bike. I hit the start button once quick to prime the oil pump then hold it to start it. I let it get to 180f before I go any where. Then ride it about 5 min to heat the tranny before shifting aggressively. My OCD routine. HONDAs don't break people break them. As far as the fouling out issue if you can move your bike w/out starting it push it. Repeated cold starts w/out a proper heat cycle can foul out plugs, my RX-7 is notorious for that. Cold starts require more fuel during warm up than when the bike is at or near norm op temp. If I'm not riding mine I'm pushing it. My OCD coming out again. The only thing w/ turing it off is that it's a good ideal to turn it off near norm op temp, if the engine is too hot when you turn it off repeated/numerous on/off cycles can cause "hot spots" in the water jackets around the cylindars. When waiting at a light or parking it let the cooling system do its job. 200-215 is fine but if the fan is on let it run till the fan turns off.

Im pretty sure there isnt anything wrong with starting the bike up and turning it right back off. The guy that loaded it on the trailer probably started it when it was cold and rapped it off a bit before he moved the bike. Thats the only way I could see him fouling out the plugs when moving it a couple of feet.
