is the shorter velocity stacks better for top end or bottom end?

Default Ok here's my question

Will it increase low- mid range torque compared to not having the reducer in it?
I was planning on putting the 08-11 1k stock header on with out the reducer ( for slight increase on top and less restriction) then dyno tune to because I thought those 16 1k stock headers with reducer might be to reduce noise mainly and therefore reduce flow and may decrease power compared to 08-11 1k header with out it? Idk.

For my 16 cbr1k options are-
1. keep stock header with reducer w/ slip on muffler and dyno tune.
Or..option 2. Install 08-11 cbr stock header without the reducer and w/ slip on muffler and tune.

My goal is to get max low and mid range torque and power not shift all the power to the top rpm ranges with a full system for now. I've read that the 08-16 stock headers are very good for flow, I just didn't want to keep these 16 stock headers with reducer if they are restrictive compared to the 08-11 headers with out the reducer. Wish I could verify this before I get it tuned. If this reducer on my 16 stock headers will not take away any performance compared to the 08-11 cbr1k stock headers with out reducer, I don't see any reason to change them out unless in the future want to put full exhaust with tune for more top end performance. I like more low- mid power for now.
What would you suggest? Look into exhaust port diameter differences from the 08-11 and compare them to the 16 cbr1k exhaust ports to make sure the 08-11 headers wont reduce performance on my 16 1k because they are not tuned to it from the factory? Last thing I want to do is put 08-11 1k stock headers on my 16 1k and reduce performance if they are not the correct diameter, ect from factory. Make sense to you?

I'm basically wondering if this reducer on the 16 1k stock headers really are for more performance or is it being there for noise reduction and maybe therefor a little too restrictive (maybe losing performance) compared to stock headers without it?
