i'll try and keep it simple
a motorbikes front wheel performs a balancing act moving a tiny amount from side to side to keep it upright and btw that's why they have bar weights to reduce vibration
now, a tank slapper can accur at any speed for a variaty of reasons. at low speed it's called wobble, in short it's the bike trying to re balance it self. at high speed if you try and stop it it will probably break your wrists
i've kept it short but that is the basic reason why it happens

I saw a sad thing happen right in front of me and there are sometalk about the guy changing rims or tires on his own.(but that's just talk) I don't think I will ever know now what really happened. was thinking it was an unbalanced tire or something was not tight? just happend like flipping a switch on.
I was following and keeping pace so I know there was no way the front was off the ground, no screwing around nothing just doing the posted speed on a clean road.
not knowing makes me wonder alot. I was told you can hit the rear brake and hope it stops or plan to lay the bike down if it's getting bad. or pop the clutch lift the front and set it down strait. I guess this is all if you have the time to do so. his was very bad and aside from bailing I don't think he had any choice.
