First, you can leave the heatshield off. It shouldnt do anything. my buddy hasnt have any problems, havent heard really anyone, however, it may be warm on the leg. To put it on, you should take off the heatshield on the side and maybe the rearset. Then, you will see where the headers and the exhaust tube meet. Just take it off and mount on your slipon. Mounth the can under the tail and you should be set. You will be fine without a PCIII if you have just a slip on. It may run a little rich, but honda brain have an ability to adjust theirselves in situations like that were it wont run as rich or lean.

P.S. Your decal should be done in a few days.

Here's an install for a full system:

http://cbrworld.net/forums/thread/231776.aspx

Just ignore the part about the headers and it should be the same.

IMHO, a pciii (and a dyno tune) is necessary even on a stock bike if you want maximum performance out of the bike. If you believe that, then a pciii is necessary for exhaust mods as well.

Yes, the ECU has some automatic adjustability as mentioned earlier. But that's meant for small changes such as changes in altitude. It doesn't have the adjustability for changes in aspiration such as exhaust changes.
