So fuse is good, connection is good, no 12V?
Do your parking light, high beam & blinkers work?
Do bike have an alarm
System?
Regarding relay? I'm not sure but don't sound logically to have a relay to the headlight? But other members with your bike may want to jump in on this...
Did you check if there power to the fuse?

is your lighting all stock?
I've seen and done in the past on my f3 when I did the f4i headlight swap I used higher wattage bulbs both hooked up to the lowbeam side and it ended up melting the solder contact point for a wire inside the right handle bar switch.
I've also seen this on another model honda I cant remember off the top of my head which one. but basically I had no lights high or low, fuses all good, checked for power and worked my way back using the wiring diagram, found power going into the right side control where it should but none coming back out to the harness. Pulled it apart and saw the wire hanging there where it's solder point had heated up and melted off.
not saying that's your issue for sure but regardless get yourself a multimeter or even a testlight and just work your way back using a diagram, find it and fix it

okay. update. found relay at the tip of the nose behind cluster. have power at relay and all others is grounded. swap out relays still no lights. i have put on led turn signals . three wire system but only used two..... so they will blink but no park. taped up other wire and checked for short.... no short. when i force 12v to the relay the lights will work but my blue highbeam indicator is always on.. i need a diagram. checked all connectors. i am afraid i will have to split harness open and operate.... any more help would be appreciated
