Slapping the side of the tank can jolt a stuck pump into spinning again. Ive done this on bikes before without hurting the tank at all. I do this on cars, but with a mallet, all the time. Its an old mechanics trick.

I completely agree with smacking it to free it up if it's stuck but I would never smack my tank in fear of damaging the tank. I would remove the pump first then smack it. But that's just me.
