Extended no. But being lowered yes. Most people have never rode a extended bike. Rides fine and turns good. If you are not a knee dragger then yes you can ride a extended swingarm in most places.. But if you are dragger or want to be then don't do either. The key when lowering a bike is lowering the front and rear. But look at it this way. When you lower the bike you can't lean it over as much. Instead of dragging knees you will be dragging the bike.

to properly lower your bike, you also have to stiffen up the suspension to keep it from bottoming. so not only will you drag parts sooner, but the ride will also be harsher. the lower the ride the more bone-jarring it will need to be. but that's all the bolt-on links/sliding the forks up lowering kits. having the bike professionally lowered is another story and i have no experience or knowledge in that area but i assume the tradeoff would be similar.
stretching your bike is not as serious of an affect. a longer wheelbase makes your turning radius larger, nothing more and nothing less. will it still turn? yes. will it turn as sharply as a stock length swingarm? no. you can still lean it over just as far (as long as the ride height is stock).
stretching/lowering is great for drag racing. that is what it was meant for and it does that very well. but every advantage comes at a compromising disadvantage. and that disadvantage is a smaller lean angle and less-than precise handling.
