I FOUND THE PROBLEM!!
turns out two of the floats weren't sealing properly and was dumping fuel into the bike, I fixed that issue and it now has most of it's high end power back, it still stumbles slightly at 9-12k rpm, but thats a hell of a lot better than at 4k.
also the intake I made is slightly to small so removing that gave it a little more power.
I still have one issue though.
My guages are still acting very strange, they like to spike randomly, and sometimes only one at a time, all other electrical on the bike is functioning fine, even the fuel light. (by the way, if the LEDs for the fuel light go out, don't replace them with bright ones... It's very blinding at night)
Anyway, if you have ANY idea what's going on with my gauge cluster, please let me know.
I Find it funny that a pvc intake manifold has held up this long, I figured under boost it would blow apart but surprisingly no, it also handles the heat pretty well.
and the reason it's made of pvc is purely cause I don't have the money to have one custom made.

it was actually taking a little power from the bike but when the turbo would kick in it would move so much air that it cancelled it out, and don't worry, i am in the process of building a full metal intake that can actually flow more air without taking power from the bike, and with more air flow, the turbo will spool up faster (i hope).
oh and here's the custom exhaust manifold I made, this is an old picture and the manifold in the bike right now was made shorter cause the turbo was to low, as you can tell, I am not the best welder BUT it works
