Hey guys, does anyone have experience of their original Showa rear shock giving too much rebound damping even when fully wound out?

I've has this shock rebuilt but still it seems sluggish in returning, I certainly can't get to the point where there's too little damping and the spring rebounds the back end.

Can't say I notice on the road, but setting up statically using the bounce test I've picked this up.
