Default Oil inside stator cover?

Pulled my 99 600f4 apart to build a streetfighter and I removed the stator cover to sand the paint off and there's about a teaspoon of engine oil in the cover and on the stator hub,I'm pretty sure that's not supposed to be there.or is that oil dupposed to be there to lube the starter gears.
If it's the crank seal I'd like to change it before the engine gets painted and re installed

Yes, the stator cover is also the left side engine cover. Don't worry, the entire stator windings are completely coated. I just changed out my cover last wednesday. Make sure to put a little sealer on the bottom half
