High RPM/Top Gears Power loss
When I shift into 4th, 5th, and 6th at those high speeds, I shift and fully open the throttle immediately... I haven't experimented with opening the throttle in a different manner, because it simply won't go higher than 8k rpm at full throttle... I will experiment a little bit more, but since it revs perfectly in gears 1-3, I doubt it is a throttle problem
Are you thinking it's an electrical problem?

Agreed, I do see what you're saying...
I just went out in the garage to see if it would rev to redline in every gear, while holding the clutch in of course.... the bike revved to redline perfectly in all 6 gears and neutral.
I'm not sure if this little test of mine has much impact, but my thought process was: "The bike doesn't care if it is moving or not, if it is in gear, the problem should still exist"
Could this be a transmission issue with 4th, 5th, and 6th gears?
There isn't a governor on an F4 is there? I have never heard of one on s sportbike before, just thought I'd throw it out there...

Coils don't like heat and RPMs when they're on their way put. So if you start revving easily in the first few gears once the bike is past warm - I wouldnt really think its that. However, if this problem gets worse the longer your ride gets, I'd get suspicious. Plus, the F4 has individual stick coils, right? Those are much more reliable than standard coils. If you have a multimeter around the house, you can YouTube videos of how to test your coils and rule them out or confirm they're the issue.
Pull your spark plugs and look at them. They can tell you tons of things by their condition. If they're old as hell, they could be causing the problem as well (which would be evident by their appearance).
Don't be afraid to dig into these basic components of your bike. If you know "Lefty loosy, righty tighty", you can check most of this stuff out.
Pull the plugs. Take pics and post them. Mark which cylinder they came from.
