Exclamation 2000 F4 fuel problems.

I just bought this as my first bike and new that it needed some work but I've hit an issue that I don't really know what to do. I took off the tank and air filter. Hooked up the fuel line to an "I.V." And and turned the key on just to activate the fuel pump. It sucked some fuel down and after a few times of that I tried to start the bike. And just keeps turning over. I pulled off the fuel line that connects to carbs and they had plenty of fuel. But for some reason, it seems that gas is not going through the carburetor. I poured a little gas into the top of the carb and the bike started and revved up. It looks as if some of the vacuum lines aren't hooked up, could this create the problem of carbs not working correctly? Any information is helping.

Is there a vacume line that goes to the tank to control the petcock on/off?
It may be that simple.

Also, check that the fuel-filter isn't all gummy/blocked.

I would take the Carbs off and clean them with some carb cleaner the jets may be clogged or it could be that one of the Y connectors that lead to the carb from the fuel pump may have some debris in it. If the bike was sitting then I would recommend you do this regardless, if it has had gas sitting it could be all gummed up. Search for a thread on how to clean the carbs i know they have one on the site here as I have used it a few times.
