Default stiff/heavy steering

Hi all, looking for your help, I've got a 96 cbr 600 f , runs and drives 100%, except at low speeds like car parks etc, the steering feels very stiff to turn in both directions, only when moving, it's fine when I'm stopped, tyre pressures are good, fork seals and oil have been changed, no play in any bearings either, anyone had similar issues??

Can't say that I've heard of that issue before. Does it matter how far you turn it? Could it be binding with extreme turns?

No it's just small turns at low speeds mostly, I bought maybe head stock bearings but they feel fine when stopped, I'm a car mechanic but limited knowledge with bikes, think I best leave it to a bike mechanic see if they can shed some light on the issue, I actually feel it's got worse since fork seals were done

Can you take the weight off the front end? If it's bearings that should ease up on the stiffness.

Has the bike been lowered? Raising or lowering the fork tubes in the tripple trees will change the steering geometry. Low tire pressure will cause heavy steering as well, but you said you checked that.
