So what's with this taillight?

Looking at a bike tomorrow, he just sent me more pics.. taillight looks very strange to me. Is it some kind of mod?

looks like he has 2 rear facing pistols under the tailight lol.....ive never seen that before

My first thought was that he was missing a piece on the tail, but it looks like the holes have lights in them.
