With a jet kit and a k&N filter, and alittle dyno tuning. Yeah i'd be worth it!!!!!

Im stepping into uncharted territory. (carbs arent my forte') but I will shoot. You can during a dyno test, adjust mixture screws, float level, needle/clip adjustment. Technically bend the fuel curve rich/lean throughout the power band. Someone else that knows more about carb adjustments can help ya.

i've tuned carb's on two stroke singles and that is alot simpler to fix if you go wrong, for starters the cbr 97/98 years have different main jets for cylinders 1,4 n 2,3 so making it alot more complicated.
your best bet is to get a dyno jet kit, cos they have done all the reaserch so you don't have to and tried all the different set up's to find the best one, put a K.N in the air box and go and take itto get dyno tuned, they will set ur carb'sjust right andsmooth out the power curveand make sure it's running sweet, there really aint a better way to do it cos they have all the up to date equiptment and no wot there dealing with.
if you don't really have much expirience in carb'sit's prob's best to have some one else fit the jet kit so youno it's been done properly, it'salso worth askin if there's some one that can put the jet kitin and dyno tune it at the same time save's hassle. n good luck...
